Regarding paragraphs 22 to 26 of the Auditor's Report, Circulars Nos. 46 and 47 were issued dealing with
funds entrusted to Departments for disbursement. I also
enclose a memorandum by the Accountant, Treasury, on the
question of cheques drawn at the end of the year, with
which I agree.
At the conference referred to in paragraph 23
of the Auditor's Report, this matter was brought up and
I explained the difficulties met with in Hong Kong of
making payments and obtaining receipts and the absolute
necessity in the case of Asiatics of requiring appearance
in person of the payee. The difficulty is overcome in
Eastern business circles by the Compradore system, but
this method cannot be adopted by Government.
